What Berkeley Lab Employees Need to Know
If There Is An AFSCME Strike on Thursday

AFSCME, the union representing service employees in negotiations with the University of California, has provided notice of its intent to strike tomorrow over what they perceive as failures at the bargaining table in negotiating a new contract. The University considers this an illegal strike since it is being called during the collective bargaining process, which has yet to include mediation and impasse proceedings.

Nonetheless, some services may be disrupted if some of the nearly 120 Berkeley Lab employees who are members of the union choose not to report to work. This group includes the bus and truck drivers, custodians, materials transporters, laborers, and technical assistants. Normal services in all the above areas should resume on Friday. Contingency plans are in place to minimize impacts on Laboratory activities, in the following areas:

 


Gate Access to the Lab

The main Blackberry gate will be open during normal hours tomorrow. The Grizzly Gate on Centennial Drive will also be open throughout the day to accommodate Laboratory employees.

The Strawberry Gate off Centennial, however, will be available only to contractor employees and delivery vehicles and will not admit Lab employees. Strawberry will be designated as a "reserve" gate for business and vendor service access only on Thursday.

Custodial Services

Custodial and janitorial service is expected to be minimal. Most rest rooms will be cleaned, but offices may not receive waste pick-up services on Thursday.

UC Statement Regarding
Service Workers' Strike

The University of California issued a statement today about the impending Thursday strike by AFSCME, which UC considers "not only unlawful and unprotected under the Higher Education Employer-Employee Relations Act (HEERA), but also clearly demonstrates bad faith bargaining by the union." Because other UC unions have indicated their intent to join in “sympathy” with AFSCME, the university has sent letters to union leaders reminding them of their legal obligation to adhere to the no-strikes provisions in their contracts. Bus and Shuttle Services

Limited bus service is anticipated during the strike. Two buses will serve the Hearst Street route in 20-minute intervals, subject to further delays. Only one on-site bus will be in operation, also running at 20-minute intervals. There will be no Bancroft Bus, Rockridge Bus, or Potter Street bus operating on Thursday. Those who commute via the Rockridge BART station should continue riding BART to the downtown Berkeley station and board the Laboratory shuttle there. If personnel are available, the bus service will be expanded during the day.

Receiving and Transportation

Some service from outside companies who deliver packages and materials to the Laboratory may be interrupted or delayed. However, the Receiving and Transportation Department will be open to provide the highest level of service possible to the Laboratory. If employees are expecting an important package or material, they should call x4935 for the expected delivery date and time.

If possible, non-essential deliveries should be postponed to another day. All perishable shipments will be delivered to the customer. Employees who would like to retrieve small packages at Building 69 should call ahead (x4935) to ensure the package has been received and processed. If so, it will be available for pick-up between 12:30 and 3:30 p.m.
