Therese serves as Chief Laboratory Counsel for the Lawrence Berkeley National Lab, where she leads a team of dedicated legal and regulatory professionals in the Office of the Laboratory Counsel. Part of her role is to ensure adherence to requirements of the University of California/U.S. Department of Energy contract, and ensure compliance with applicable laws, regulations, and UC/LBNL policies and procedures. She also oversees the Berkeley Lab Export Control compliance function.

Therese previously worked as Deputy Campus Counsel in the Office of Legal Affairs at the Berkeley campus from 2012-2021. At UC Berkeley, she advised administrators on a broad range of higher education legal issues, including labor and employment matters, whistleblower, internal audit and other complex investigations, academic policies and discipline, student affairs issues, research misconduct, litigation, general contractual and procurement matters, workplace violence prevention and intervention, charitable giving/fundraising issues, Title IX, Clery, VAWA, disability and CANRA compliance.

From 2002-2008, Therese worked as a labor/employment attorney in the systemwide University of California Office of General Counsel in Oakland. In that role she provided systemwide labor and employment advice/counseling regarding faculty, staff and student employees, and advised on non-discrimination/harassment, affirmative action and Title IX matters. In her role, Therese also served as the first Chief Campus Counsel for UC Merced. 

From 2008-2012, Ms. Leone was Vice President and General Counsel at Mills College in Oakland, California where she was a member of the College's executive leadership team. In her role she oversaw all legal matters and also was counsel to the Mills Board of Trustees. Ms. Leone previously worked in private practice as a labor and employment litigator. 

Therese has served on the NACUA Board of Trustees, and has chaired many NACUA committees, including the Board Advisory Council on Diversity and Inclusivity. She is a frequent speaker on numerous legal and policy issues related to higher education. Ms. Leone served on the State Bar of California, Council on Access and Fairness and was a member of the California Law Academy Strategic Task Force (CLAS). She has served on the Labor and Employment Committee for the National Bar Association, as a Board member for the Alameda County Community Food Bank and worked with the California Minority Counsel program.  She is a graduate of University of California, Berkeley (J.D.) and Northwestern University (B.A.)

Before joining the Laboratory in 1992, Nancy was a partner of the Landels, Ripley & Diamond law firm in San Francisco.  Nancy’s past law firm experience includes commercial, environmental, employment, and personal injury defense litigation including regular appearances in state and federal court and three trials.  She also handled environmental law compliance counseling; defense of clients under federal and state environmental laws in response to government agency investigations, notices of violation (NOVs), complaints, and cost recovery actions; and advice to developers of Bay Area hotel and commercial properties on purchase and cleanup of contaminated sites.

At the Laboratory, Nancy’s practice has included strategic guidance to management and project teams and extensive advice and review on California Environmental Quality Act (CEQA) and/or National Environmental Policy Act (NEPA) environmental impact assessments for numerous Laboratory development projects as well as the 2007 Long Range Development Plan.  She also has advised on complex environmental, health, and safety issues under federal, state, and local laws and defended the Laboratory in response to investigations, NOVs, cost recovery actions, and complaints under such laws.  Nancy has defended the Laboratory against citizen group lawsuits, including the challenge to the 2007 Long Range Development Plan EIR resulting in a published Court of Appeal opinion upholding the EIR in full.  Nancy also has advised on numerous issues under non-EHS laws including the export control laws, the Americans with Disabilities Act, and the California Fair Employment and Housing Act; guided responses to subpoenas and records requests under FOIA, the California Public Records Act, the EEOICPA, HIPPA, and other federal and state laws; and negotiated and advised on agreements and MOUs on site access, equipment donation, procurement, and collaboration in support of the Laboratory’s scientific research mission.  More recently, Nancy has focused on employee relations and human resources matters.

Robin joined Lawrence Berkeley National Laboratory as a Patent Attorney in 2007.  His prior legal experience includes working as an in-house patent counsel for a publicly held biotech company and as an associate in a prominent Washington D.C.-based intellectual property law firm where, among other accomplishments, he successfully prepared and prosecuted patent applications covering treatments for genetic disorders that have reached combined annual net sales of over $480 million for 2018.

Robin prepares and prosecutes U.S. and foreign patent applications in the fields of biotechnology, pharmaceuticals, nanotechnology, cleantech, and chemistry in addition to preparing legal opinions and conducting intellectual property due diligence. He also serves as the lead patent counsel for inventions arising out of the Joint BioEnergy Institute (JBEI), a U.S. Department of Energy Bioenergy Research Center drawing on the expertise and capabilities of Berkeley Lab and other research institutions to advance the development of next generation biofuels.

Robin is a graduate of the University of California, Berkeley (B.A., Microbiology & Immunology), the University of California, Los Angeles (Ph.D., Microbiology & Molecular Genetics), and the University of Southern California Law School (J.D.). His scientific accomplishments include first authorship of several scientific articles in the peer-reviewed journals Molecular Microbiology and Journal of Bacteriology. He is a member of the California bar and is registered with the U.S. Patent and Trademark Office.

Michelle joined Lawrence Berkeley National Laboratory in 1998 as a Research Associate. In 2001, while in law school, she joined the Lab’s Patent Group as an Intern / Patent Analyst. Within a year, she passed the USPTO Patent Bar exam and became a Patent Agent, enabling her to prepare, file and prosecute patent applications for Berkeley Lab. She joined the California Bar as an attorney in 2004, and served as Patent Counsel for the Laboratory, preparing and prosecuting U.S. and foreign patent applications in the fields of biotechnology, nanotechnology, cancer diagnostics and chemistry, as well as handling other intellectual property issues including potential infringement matters, FOIA requests, copyright, and procurement.

Michelle currently serves as Senior Counsel, providing legal advice and counsel to LBNL stakeholders on general legal, intellectual property and partnerships, data security and privacy, conflicts of interest, and all manner of compliance issues arising in various transactions including CRADAs and User agreements. Michelle played a key role in developing and implementing the Lab’s revised approach to intellectual property rights assignment based on the outcome of the Supreme Court case Stanford v. Roche. Further, she has provided key legal and agreement project management support for programs and initiatives requiring coordination of cross-functional teams to create, implement, and manage resulting programs. Michelle has supported LBNL public-private partnership programs: CalCharge, Cyclotron Road, and Agile BioFoundry and was a member of the CalCharge Operations Team, which received the 2014 Director’s Award for Exceptional Operations Achievement.

Michelle is a graduate of the University of California, Berkeley (B.A., Biochemistry & Molecular Biology) and the University of San Francisco School of Law (J.D.). She is a member of the California bar and is registered with the U.S. Patent & Trademark Office.

Stephen joined Lawrence Berkeley National Laboratory as a patent attorney in 2012.  His prior legal experience includes working as an associate at a patent prosecution boutique firm in Oakland and serving as a judicial extern for the Honorable Claudia Wilken of the United States District Court of Northern California.

Stephen works with Berkeley Lab’s Energy Sciences and Physical Sciences Directorates, which include the Materials Science, Accelerator Technology and Applied Physics, Physics, and Nuclear Science Divisions to prepare and prosecute U.S. and foreign patent applications. He also serves as patent counsel for the Computing Sciences Directorate, which includes the National Energy Research Scientific Computing Center (NERSC), and the Energy Technologies Directorate. Stephen also handles additional intellectual property issues including copyright, trademark, licensing, potential infringement, and procurement matters. 

Stephen is a graduate of the Georgia Institute of Technology (Bachelor of Materials Engineering), the California Institute of Technology (M.S. and Ph.D., Materials Science), and the University of California, Hastings College of the Law (J.D.). He is a member of the California bar and is registered with the U.S. Patent and Trademark Office.

Rich joined the Office of Laboratory Counsel in 2020. He previously served as in-house counsel to the Oakland Housing Authority, one of the largest Public Housing Agencies in the country. Rich also has several years of civil litigation experience working in private practice where he primarily focused on construction matters. Rich now provides general legal counsel to LBNL's various divisions. With his background in construction, Rich works to support LBNL's capital improvement projects. He also advises the Lab regarding contracting and regulatory issues.

Rich is a current member of the California bar. He received both his undergraduate degree (B.A., Political Science) and law degree from UC Berkeley and is very happy to have rejoined the UC family.

Rainier joined the Office of the Laboratory Counsel in 2021. He previously served as Senior Counsel for Cybersecurity and Data Protection at the UC Office of the President and as Cybersecurity Policy Program Manager at the Lab. Rainier primarily oversees legal matters related to information technology, security, and privacy. He also serves as the Laboratory Privacy Officer.

Rainier holds several security and privacy professional certifications, including the Certified Information System Security Professional (CISSP) and Certified Information Privacy Professional (CIPP-US). Rainier is a member of the California Bar (active) and of the Washington State Bar (inactive) Associations. He received both his undergraduate and J.D. degree from the University of Idaho.

Shilpani joined the Lawrence Berkeley National Laboratory as the Chief Export Compliance Officer in May 2019. Prior to joining the Laboratory, she was employed by Caterpillar Inc. where she had oversight and responsibility for managing Caterpillar’s Global Export Compliance Program. In her role at Caterpillar, she had responsibility for all aspects of the export compliance program including, but not limited to, export classification, transaction screening, export licensing, deemed exports, IT systems and technology transfer, sanctions programs and export compliance training. She developed policies, procedures, and processes to implement best practices to mitigate export control risks more efficiently and effectively. During her time at Caterpillar, she also held other key roles in Pricing. She joined Caterpillar after an exciting career with Bear Stearns, Inc., a former premier Investment Bank, in New York City.

At the Laboratory, Shilpani’s key responsibility is to identify export control programmatic priorities and implement best practices to mitigate export control risks. To achieve this goal she provides advice, resources, education, outreach, coordination, and support for all export control regulatory compliance matters. In this challenging role, she works diligently with a wide array of stakeholders from the U.S. federal government agencies, the University of California, and the scientific and operations divisions of the Berkeley Lab.

Shilpani holds a B.S. (Finance and Economics) and an M.B.A (Finance) from Pace University, New York. She is a 6Sigma DMAIC/DMEDI Green Belt and formerly held FINRA Series 7 and Series 63 securities licenses.

Abiola serves as an Export Compliance Analyst responsible for assisting the Chief Export Compliance Officer with programmatic priorities and implementing best practices to mitigate export control risks.

Abiola joined the Procurement Department at Lawrence Berkeley National Laboratory in 2016. Prior to joining the Laboratory, she enjoyed numerous years of practice at the Law Firm of Power & Dixon, P.C. in Chicago, IL. Abiola ventured out into private practice for several years, prior to her serving as an Administrative Law Judge for the State of Illinois.

Abiola has worked as an Adjunct Professor in the areas of Constitutional Law and Ethics and she has also worked as a Subject Matter Advisor with Pearson Learning Solutions developing nationwide curriculum in both areas.

Abiola is a graduate of the University of Illinois at Chicago (B.A. Criminal Justice), and DePaul University College of Law (J.D.). She is a current member of the Illinois bar.

Mark provides direct intellectual property prosecution support to patent attorneys by filing patent applications, trademark applications, responses to office actions, and patent-related information disclosure statements with the U.S. Patent and Trademark Office. He also provides paralegal and docketing support to patent attorneys.

He has extensive prior experience in the intellectual property field, working as both a patent paralegal and a word processor. Previously, he also served in several administrative positions and as a litigation paralegal, including trial experience.

Cindy joined the Office of Laboratory Counsel in June, 2020. She provides general prosecution, paralegal, and docketing support to the Patent Attorneys. Cindy has extensive experience in filing and prosecuting utility, design and plant patent applications for IP specialty and international law firms.

Cindy is a graduate of the University of British Columbia (B.S. in Nutritional Science), and the University of Westminster (M.A. in Translation, Interpreting, and Diplomacy). Cindy is registered with the U.S. Patent and Trademark Office.

Michael joined the Export Compliance Office in July 2021 as an Export Compliance Analyst. Michael started at the Laboratory as a contractor in 2001, and joined the workforce as full-time staff in 2003. His work was focused in the Facilities Division as a Material Handler in Excess Property, Stores, Receiving, and Shipping. Prior to joining the OLC, Michael served as the Laboratory’s Shipping Specialist.

In 2016, Michael attended the “High-Risk Property and Export Controlled Technology Workshop” and began performing some export control functions for the Facilities Division and Shipping. He joined the Export Control Liaison Program in 2018.

Michael holds an Associate of Science degree in Accounting from Diablo Valley College.

Deb serves as the Executive Assistant to the Laboratory Counsel, supporting all members of the OLC.  Additionally, she administratively supports the Laboratory’s Employee & Labor Relations group. Deb began work at LBNL as an Executive Assistant to the EH&S Division Director. Prior to that, she spent 23 years in various roles at the Stauffer Chemical Company in Richmond.  Deb is a Bay Area native and enjoys hiking and gardening in her spare time.
