The requirements of Work Planning and Control apply to:
- All workers and affiliates at Berkeley Lab[1]
Why?
Work Planning and Control is a review and management-approval process designed to ensure that procedures, controls, and resources are in place before the work begins. All work at Berkeley Lab proceeds under authorization.
What you need to do before performing work:
- Define work, analyze hazards and controls, and assign workers.
- Activity Leads are required to document scopes of work that workers will perform at Berkeley Lab. As part of this process, Activity Leads identify hazards associated with the work, review the controls associated with that work, and customize the hazards and controls to effectively communicate these to workers.
- Activity Leads then assign workers who will perform the authorized work, provide any necessary on-the-job training, ensure workers have completed institutionally required training and set the worker’s authorization level.
- Review work, hazards, and controls.
- Workers and affiliates are required to review the description of work, hazards, and controls for work activities to which they are assigned; and to complete the training required for those activities.
- Work within the parameters of authorized activities.
- After reviewing assigned activities, workers and affiliates are required to “Accept Conditions” of the activity to be fully authorized. Workers and affiliates are required to only work within the parameters of the authorized scope of work and within the level of their authorization status on the activity.

Note 1: Construction subcontractors and other subcontractors or affiliates who have completed a Subcontractor Job Hazards Analysis are not required to be authorized under an activity in Activity Manager.
